Lol thats exactly what a Canadian would say. “It’s Completely accurate”  People aren’t bothered by Mackie  saying it means people with honor, dignity and integrity, they’re bothered that he said that Captain AMERICA doesnt represent America the country. The country is one thing and the government is another. You can love your country and hate the government. Captain America does indeed represent America the country and its people with honor, dignity and integrity.

Captain America is supposed to represent moral ideals that we don't always live up to. Steve doesn't really fight for America. He fought against the Nazis because it was the right thing to do. He disobeyed orders from the US military in order to go behind enemy lines to rescue his fellow soldiers. And in Winter Soldier, he establishes that he is not just a mindless state asset. He's a person who is willing to defy the government and even go against what's popular.

Daredevil issue 233 (part of the original Born Again storyline btw), Steve Rogers Captain America says "I'm loyal to nothing, General. Except the dream." 

I think there's an argument that Anthony Mackie could've worded his statements better but I think this is the gist of what he meant.

Chris Evans said something similar in a 2011 Interview: Ha, well, to me, I'm not trying to get too lost in the American side of it. This isn't a flag waving movie. It is red, white and blue, but it just so happens that the character was created in America during war time, when there was a common enemy, even though it is Captain America. I've said before in interviews, it feels more like he should just be called Captain Good. [Laughs] You know, he was created at a time when there was this undeniable evil and this guy was kind of created to fight that evil. I think that everyone could agree that Nazis were bad and he, Cap, just so happens to wear the red, white and blue.

They both clearly read the comics and if you do, its blatantly obvious that this is how Captain America is🤷‍♂️
