As he landed in the Hague on Wednesday, Rodrigo Duterte, 79, was defiant over his actions and accepted responsibility for any killings in his war to prevent his island country becoming a narco-state.
“I have been telling the police, the military, that it was my job and I am responsible,” he said.
A short hearing is set to take place at 2pm local time (1pm GMT) at the headquarters of the court. Protests both against and in support of Duterte are expected to take place outside.
Duterte, the first Asian head of state to face ICC charges, stands accused of numerous murders during his years-long campaign against drug users and dealers.
